The Chest is a Usable Object in Streets of Rogue. It does not require any specific tool or ability to open, and will contain either an item or small-to-medium amount of money.
Makes no noise, so NPCs will not inspect a chest being opened. NPCs cannot tell if the chest has been stolen from after the fact, so if you aren't spotted actually of stealing, you are safe. The chest's owner will always become hostile if they see you steal, unless they are already friendly, loyal, or aligned.
