Downtown is the official fourth Stage in Streets of Rogue. It starts at level 10 and ends after level 12. There are many new buildings such as nightclubs, Ice-skating Rinks, and Theaters. Downtown is preceded by Park and is followed by Uptown.
Though less sketchy than the city's previous districts, Downtown presents its own set of threats -- Mobsters roam the streets, looking to extort wealthy players, while Thieves and Cannibals hide in the sewers. Wealthy Upper-Crusters can be found here, and will attempt to summon powerful Supercops to protect them at the first sign of danger.

- Downtown consists of rows of buildings separated by large canals, which are spanned by wooden bridges.
- Thieves and Cannibals hide beneath manhole covers, ready to ambush players who get too close (unless they have the Honor Among Thieves or Cool With Cannibals traits, respectively).
- Mobsters roam the streets in groups of four, and will attempt to mug you unless you have the following traits, Vocally Challenged, Charismatic or Friend of the Family.
- Another Character in Downtown is the Upper-Cruster, who can be found in the streets and bars, often accompanied by a Slave. If Upper-Crusters find themselves in danger, they will run to an Alarm Button to summon a Supercop.
