How to Unlock:
Starting Mutator

High Costs is a Mutator in Streets of Rogue. It increases the price of most things which cost money by 40%. This includes shops, purchasing slaves, hiring NPCs to join you, paying mobsters to influence your electability, and so forth.

Notes[]

Some costs are not affected, such as purchases at vending machines and interest owed when borrowing money from a Clerk.
