The Safe-Cracking Tool is a tool in Streets of Rogue which acts similarly to the Safe Buster, in the fact it can unlock Safes, however it can be used an unlimited amount of times to unlock any safe.
This item is given to the Thief player character, when their Big Quest Undiscerning Looting has been completed and starts a new game as a thief with Super Special Abilities Mutator enabled or playing as a Custom Character with this as a starting item. It's pretty valuable.
